My guess is it comes from the musician’s website. (http://www.geoffknorr.com/Video%20Games.html) The music there is the same as what was uploaded to hotfile and is in 320 kbps mp3 format. It’s easy enough to rip from the site with something like DownloadHelper, but it is tedious. Thank you to the OP for saving me the work.

I should point out that this is not the full soundtrack since several civs are missing their specific songs.
