What happened to the Request section?

I was going to use it to request a higher quality rip and/or ost of Time Crisis 4 and a Time Crisis: Crisis Zone soundtrack rip and when I came back to the very first menu, the request section was gone. Was there a reason why it was removed or moved somewhere else?
