It seems to me there’s some sort of gear the Thief can equip that allows him to steal, but I’m not 100% on that.

I’ve wandered that too. -__- If I’d known he couldn’t steal, I wouldn’t have put him in my party in the first place.

The whole point of playing as a Thief in FFI is not for the actual Job itself (in FFI, all it’s really good is for attacking fast – it’s useless otherwise), but rather for the Job that it upgrades to – Ninja, which is one of the best Jobs in the game.
So really, Thief is meant to be more for someone who is familiar with the game and wants to play with the ‘end’ in mind.
