it actually says on youtube:
The song is "Youth" and is the forth song from the Voltage of Imagination "Ku-Soh-Katsu-Geki" album. The singer is Chata.
I must concur; it does sound like Chata’s singing. I don’t have many of their songs, but it clearly is her.
