Try searching for Popful Mail Sound Box ’94 or Falcom Special Box ’93. I’m pretty sure the ’93 contains the Mega CD version, but it might be arranged or from another system.
You could also download the game (PC-Engine version) and rip the tracks from there as most PC-Engine games had redbook audio.

Thanks. I found and downloaded the ’93 one, which turns out (I think) is from the PC version. The music is all the same as the Sega CD one just rather off compared to what I’m looking for.
I can’t seem to find Popful Mail Sound Box ’94 one anywhere after searching quite a bit, but if I can’t find that the ’93 on is still pretty good.

I’m surprised you can’t find either the MegaDrive CD or the PC-Engine version as it’s pretty easy to make a rip from those games. So, if you’re desperate, just download the game and rip the soundtrack from the game. They’re probably both in redbook audio format, so you can just rip it with a normal audio ripper.
Personally, I think the PC-Engine version is probably the best version of the Popful Mail soundtrack.
