That song doesn’t seem to be among the released material on the CDs for Dragonball. That said, there’s a project that is being worked on right now to rip a complete version of the Dragonball soundtrack, which is possible due to the new Funimation season sets being released (all of the music is concentrated in 2 of the 5 speakers). Check back in a couple of months. Alternatively, if you can find the first time that song appeared in the series, I can tell you with some reasonable accuracy when it will be ripped.
