How do you get Vaan in FFTA2?

None of the FAQs on gamefaqs say how to get him but I know 100% that you can recruit him, aswell as Penelo and Al Cid. Does anyone here know how to get them?

I checked google using the keywords: Final Fantasy Tactics advance 2 recruiting vaan. nothing came up in the first few pages.

vaan is unlocked in a quest string that is CLOSE to the end of the game but it is not nessacerry to beat the game before getting him (i have vaan in party for final boss battle siince the 3rd time beating the game and i have beaten it 11 times now )
