That’s not why Cloud decided to act like Zack. At least not in the original storyline. I haven’t played any of the compilation stuff. It had nothing to do with Mako. Cloud simply suffered from an inferior mind complex and wanted to be like someone he idolized, was friends with, and saw die.
Mako poisoning was basically an overdose of Lifestream, which I’m sure you know, is the consciousnesses of everything that has died (trees, animals, etc as well as humans). Having all that pushed into your head totally screws you up if you don’t have a good hold on your own personality. Zack was secure in his own personality so the Mako poisoning didn’t do much, but because Cloud was insecure, he lost grip on who he was. In his last few moments Zack tells Cloud to live for both of them, and this gave something for Cloud to focus on. He was essentially an animated cabbage with no personality, and focusing on Zack’s strong personality ended up with Cloud ‘becoming’ Zack.

However, when you play Crisis Core, you learn that Cloud was suffering severe mako poisoning when Zack died and asked Cloud to ‘live for both of us’, this comment crossed with his overall vegetative state created an alternate reality within Cloud’s mind.
