Yes, your Pokemon can evolve, but not until a certain point late in the game.
Apparently, to evolve you or your partner, you have to graduate from the guild after the credits, and also capture a few legendaries including Palkia. However, other Pokemon you have recruited may evolve as soon as you find Luminous Spring, as long as they have met evolution conditions.
I’m not too sure about your second question though, as I never really noticed.
