This was used as the opening and closing theme in the Aussie TV series from the 80s, "Bellamy" – but I know for certain that it appeared elsewhere, too. It’s likely that it is one of those generic or even public-domain themes that you hear so often… except that I don’t hear this one often, unfortunately. And I’d very much like to know who composed it, what its title is… and, most importantly, where to find it in good quality. Does anyone recognize it?
