Funny. Not only me, but others have requested this rip, but never provided (unless I missed it). So what I did was used the SPC files to play Top Gear in Winamp, and then used the output feature of Winamp to convert them to WAV, then used another program to mp3. You could do that.
[EDIT] Tell you what. I’m sure there are others who may want this. I’ll do a rip tomorrow (I’m busy today), and I’ll upload it then, ok?
