Its called "Can you become a rent a hero for mankinds sake" and was also featured on the "Fighters Megamix" game. Its available from the Galbadia Hotel on the album "Sega Saturn History – Last Volume" track number 109. http://gh.ffshrine.org/soundtracks/173
I also believe there’s an instrumental version on the US/UK versions of the "Fighters Megamix" game.

sorry i’ll be more specific, the dreamcast version of the song. as i mentioned they had it as a downloadable track for smba de amigo off seganet, but come to think it might just be the version posted above

It just looks like Sega got a bunch of their old songs and added them to the game. So it looks like your right and its just the same version of the song.
