My Vaan character is a level 9 with I believe 41 maximum MP. The MP is locked at 0 and I can’t seem to replenish it. How do you replenish you MP?

As in, it doesn’t replenish at all (even at save points or with Ethers) or it doesn’t replenish when you move around?
