Nope, as far as I know the song is called "Urban Utopia" by a guy called Leon Carr, as part of the Reinforced Records soundtrack done for the English dub.
It doesn’t seem to be anywhere on the net (except there on youtube), so I ripped it to an mp3 eventually… I’ll try putting it up somewhere soon.
