Guess it is really hard to find…

1. Download foobar2000 (http://www.foobar2000.org/download).
2. Download foo_gep plugin (http://kode54.foobar2000.org/).
3. Download Sonic Blastman II .spc files (http://www.snesmusic.org/v2/select.php?view=sets&char=S&limit=120).
4. Cut and paste foo_gep files in the components folder of foobar2000.
5. Open the .spc files in foobar2000.
6. Convert the tracks to MP3 or whatever you want.

You may need to download the lame.exe (http://www.rarewares.org/dancer/dancer.php?f=292), and point the foobar2000 converter toward the file before you can transcode to MP3.
