Nebreus Medallion/Sluice issues

I can’t for the life of me get the dull fragment to appear in the Waterway, which should apparently show up on the floor somewhere. All the lights on the floor are off, and I’ve tried looking with the #3 gate open and shut. I’m level 52 now, and have actually come back to this quest (I’ve already given roh’kenmou the blackened fragment and the moonsilver medallion in archades, and talked to him at Dalan’s). Yes, I have the dusty letter from the private residence.
Do you have to do the fragments in a specific order or something? Do you only get one chance to put the sluice gates right? What’s the deal?

remember there is a fragment you only can get it after completing a MARK Quest in the waterway, there are 2 can be done in that place, you did one because you got the sluice gate key, if you did the 2nd you will get the 1st fragment.

i found them and found the secret path, 1 in Rabanastar in DALAN place[lowtown south area], you need to find 3 fragments, 1 is hard to get , **in the sewers, operate the sluice gates, like this [a friend told me about it], 1st let them all of, then turn sluice gate n.11 and n.4, then close n.11 and open n.3, then close n.4, you should here a sound something dropping, in the same place move forward , you will find a shiny thing on the ground.**
the 2nd fragment, you n eed to do 2 marks which are in the same area to be done.

the other one in Archadia [magic shop].

the secret path in nabreus deadland is in area:slumbermead, south of the orange save crystal, its in the northwes part of that area, you get to walk over the sawmp.

there continue to a shrine, you get to find mark 6 ROBLON.
