Excellent Cowtacular! Another one on the case. As for the animé ‘Noir’, I checked it out on Wikipedia and it doesn’t seem to be the sort of thing I’m/we’re looking for.

Closest thing I can think of is Patlabor WXIII, although it ruins the feel by adding a monster into it. Patlabor I and II, definately have a bit of a film noir feel to it, especially II.

Armitage III has that noir feel about it, You’re Under Arrest also but in traces, Monster is pretty cool, Mirai Keisatsu Urashiman was pretty cool, City Hunter, Lupin III, basically a lot of older Anime are pretty noir.

Maybe Black Cat?

Also, I don’t enjoy them, so I’m hesitant to recommended, but pretty much everything Ghost In the Shell is a cross between sci-fi and noir.
