It’s pretty obvious where he is. There’s really only one time you have Banon, Edgar and Terra only. By Nerha, you mean Narshe (unless you have a crappy ROM). So the guards kick ya out. What you’ve gotta do is as soon as you enter Narshe, don’t go forward, go left instead. You can enter the Narshe the same way Locke exited it earlier in the game, through the mines 🙂 Going left as soon as you enter Narshe gets you into the mines.
