1. Kuja. He was determined to prove his creator wrong. To give himself purpose by becoming the ultimate being. He cared for only his ascension to power and used immense cunning and ruthlessness to do so. He achieved his goal and destroyed a planet with his power.
2. Kefka. He was completely insane which disqualifies him being evil but he still caused mass amounts of havoc and destruction. He poisoned a whole castle and killed nearly all inside. He then began firing off his Light of Judgment at random and frying whole towns.
3. Moebius did a lot of wicked things over the course of his existence in Nosgoth but in the very first game you see him in, he corrupts a noble king into becoming a despotic madman who seeks to conquer all the world so that the protagonist must go back in time and kill the king before he can become the lunatic and plunge the world into darkness only to find out that was what Moebius wanted all along since it incited a genocide of vampires.
4. Albedo was genius. He tore off his limbs, his head all while laughing. He used your party to get at the data in MOMO’s head because he was quite a few steps ahead of them and generally pwned all the heroes and will assumedly continue to do so in future.
5. Grahf unleashed the Diabolos and killed off 96% of the world’s population causing what is now known as "Days of Destruction." Chaos and death reigned thanks to his actions and he’s lived on ever since, possessing body after body for his dark plan to kill all living things.
6. William Birkin helped with the assassination of James Marcus to seize his research and then used the captured, tormented to insanity and saddest case on Earth in Lisa Trevor to begin his research on the ultimate virus: the G-Virus which has virtually no limitation to its mutative properties which act much like evolution at an accelerated rate.
7. Marcus was the creator of the infamous T-Virius and even after his murder, his precious "children" helped remake him anew as he plotted to take revenge upon Umbrella and "the world will burn in an inferno of hate!" He was a genius for all the amounts of research and intellect he poured into the T-Virus creation and then his elaborate plan to destroy Umbrella.
8. Miang was tragedy and sadism hopelessly locked. She was doomed from the moment she was brought into being to serve Deus and never to perish. Through her high intellect she lived on for centuries and helped persuade Lacan to become Grahf, make your party help the resurrection of Deus thanks to the Omnigear legend and experimented on a young Fei which made Id appear.
9. Ocelot manipulated everyone. From Naked in 3 to Raiden in SoL, they were ALL s.o.l. most definitely. He played his party ingeniously and managed to fool two very highly intellectual minds in both Liquid and Solidus.
10. Solidus made ALL of Shadow Moses happen. It was done according to his desgin so he could seize Rex. He then took over the Big Shell to get a list of the names of the Patriots but even when that failed, he came back with a brand new plan. By draining Raiden’s blood to get the nanomachines, he could STILL find out where the Patriots were. He was not thwarted by Ocelot’s treachery due to his own amazing resourcefulness.

My gf works with people ‘not of sound mind’, one of the ‘clients’ pushed a carer down the stairs, attacked another with a hammer and tried biting the boss’s nose off. The police were unable to prosecute as she is unable to discern good from ‘evil’. I suppose its the same with these evil villains, or it would be if they lived in the county of Hampshire.

jftr, a high body count doesn’t make you an better villain.
That list (or at least all the names I recognize on it) still stands though. Albedo and Grahf especially are much better villains than Sephiroth.
