Legendary Weapons, the time has not arrived

ummmm so i know there’s alotta threads on legendary weapons, but i couldnt find one to help me with my problem. okay so when i try to upgrade the legendary weapons for kimahri, lulu, and rikku, it says "it seems the time has not arrived" or something. i have their weapons, sigils, and crests. are they just too weak, or what?

You must be missing something if you can’t activate them. You’ve done the others, right? It doesn’t matter how weak your characters are, because I never moved Kimarhi from his original spot, and I was able to activate mine.

ummmmm well, actually i did use the faq, but i couldnt find it in there. do you hafta upgrade the legendary weapons in the order that they give you? like tidus, then yuna, then auron, etc?

Did you obtain the Cloudy Mirror, and then upgrade it to the Celestial Mirror?

Now thats an odd one. I assume you dodged all the lightning to get lulus crest/sigil(one of them anyway)?
