The subtitles in the original version I saw translated that line as "I will never be a mere memory". So, it seemed to me like he was implying he’s going to be more then just a piece of history for Cloud. Sephiroth seems to think he’s going to continue to be a plague to Could’s soul… yadda yadda yadda :-).

I think that he basically means "I’LL BE BACK!", so he’ll be more than a memory that will be forgotten, he’ll come back in physical form again and basically break stuff.
