On the floor where there is the gym and the place to sleep, at the back is a locker room. All the way in the back of the room, close to the center, but a bit to the left is the weapon.

Yeah.When you parachute into midgar after you fight the Turks keep going along the path and go left as far as I can remember.That gets you outside the Shinra Building.Youll know what to do from there.
