Seifer is a bully, arrogant and cocky and it gets annoying most of the time. Squall’s better.
I also liked Seifer’s Hyperion over all of Squall’s gunblades.

Ahh yes… Seifer… He is one of many villains ruined by my ridiculous levelling habits. I never knew how cool Ultimecia was, because I beat the crap out of her with no trouble. The same was true with Seifer. The scene where he and Squall duel on the parade float is cool, but I ruined it by annihilating Seifer in one hit. It was a very clever idea to have Squall’s rival be a sort of sub-main villain, but they just didn’t make him hard enough. To tell the truth, FFVIII was too easy in the first place.
