The dog is there to block the entrance to the second submarine. And it is possible to get it, and it`s quite simple. Simply, when your doing the sub mission in the game for the first time, lose. But, don`t die, let the time waste out and from there, well, i won`t ruin it for you. So when you go back to that door and walk up to the dog, it walks away letting you access the Shinra Sub.
