If I recall correctly, you need the Leviathan Scales, which you get when you complete the Pagoda side quest with Yuffie.

If I recall correctly, you need the Leviathan Scales, which you get when you complete the Pagoda side quest with Yuffie.
BTW you can also get Yuffie’s ultimate limit break when you complete the sidequest as well.

You have to get Red XIII to mark the flames as his territory…

That’s not how you get the scales. I forget how and I just passed that disc. It’s easy though, if the kid knows where to look and in this game you gotta do a lota lookin..

to get past the flames in wutai, you have to of done the underwater reactor part on the second disk. climbing the tower thingy in Wutai and defeating every boss there will not give you the Leviathan Scales, its gives you Yuffie’s Level 4 limit break and the summon materia Leviathan.
