Depends really. Is it a group fight all Vs All or will it be one on one battles? If so who fights who first would alter the overall winner.
Unarmed and without magic Tifa would win, she beats Scarlet in a one on one ( on the pipe, well I beat her anyway!) she’s also the martial artist so that stands in her favour.
Unarmed/or unarmed with magic, I expect Aeris would win, as she is a powerful magic user ( though his depends on what spells she has available)
Armed without magic, it would probably be Elena
Neither Yuffie or Scarlet struck me as very good fighters, with or without magic
