As for the other characters, Squall gains Limits from the weapons you have equipped him with. His original weapon, the Revolver, gives him the Rough Divide attack, Sheer Trigger has Fated Circle, any weapon out of Flame Sabre, Twin Lance and Punishment teaches Blasting Zone, and Lion Heart will give you the Lion Heart Limit Break. Don’t worry if you don’t get his weapons in that order, as you’ll get any of the Limits you missed on the new weapon (eg., going straight to the Lion Heart from Revolver will give you Fated Circle and Blasting Zone, as well as Lion Heart).
Zell learns new Duel attacks from reading Combat King magazines. I usually just wait until I have GF Tonberry with the Familiar ability to get these on Disc 3 from Karen’s Book Store in Esthar, but the most effective way to use Duel is to execute Booya and Punch Rush over and over.
Irvine’s Limits are simple to get, just buy/refine new bullets to get new Shots. His more powerful ones (Pulse Ammo, AP Ammo) are quite strong, but have a long recovery rate, so just stick with either Normal Ammo or Fast Ammo.
Rinoa’s Limits are taught by reading the Pet Pals magazines, then walking around on the field screen (with Rinoa in your party) to learn them. The fastest way to get enough steps to master them is by running up and down the big ramp in FH that joins the mayor’s house to the rest of the city. I use the same method to get all the Pet Pal magazines that I did with Zell’s Combat Kings.
And finally, Quistis uses various Items to learn Blue Magic. Her best offensive Magic, Shockwave Pulsar, is learnt from a Dark Matter; have a level 100 Siren use Tool RF ability to refine 100 Curse Spikes into a Dark Matter.

This goes for every character; raising their ‘crisis level’ (ie., low HP, Aura, abnormal statuses, KOd allies) will make their Limits more useful; it’ll give you a better chance of Squall using a longer Renzokuken (up to 8 hits), or him using Lion Heart (or even both), you’ll get a longer time for Duel (up to 12 seconds; with 255 Str + a Booya and Punch Rush combo, you could be out-hitting Lion Heart), pro-longing the time for Irivine’s Shot, higher chance of Rinoa using Wishing Star/Invincible Moon Limits, and the damage for Quistis’ Shackwave Pulsar Blue Magic will increase, as well as getting better positive status changes with her Mighty Guard spell.

I guess that’s doable, but I usually use them anyway. They’re helpful and easy enough to get.
And is there a way of getting his limit without low H.P.?
Cast Aura, but be aware that it probably won’t be as strong.
I just got past timber town and I’m outside the new garden and I still haven’t upgraded Squalls weapon. I tried but I dont have enough parts. Am I behind? If I am please give me some advice. I looked at game faqs but they dont really say when to get each weapon.
As for new weapons, just start playing cards, and mod the ones you need for the right items to make new weapons. You don’t have to have the certain Weapons Monthly magazine to be able to upgrade your weapons. Use a guide on GFAQs to find out which cards/items you need to get.
Also, Squall’s limit breaks can be immensely useful. "Lionheart" is amazing and renzokuken in general can really do a lot of damage.
I was training up characters recently and Squall’s limit breakers made it a LOT quicker.
I just has him in low HP, used initiative as an ability and cast silence, darkness and zombie on him. Battles were very short!
