In order to get cloud late in the game of Tactics, u must actually talk to Aeries and purchase a flower from her, but that’s about it. But it is all a side quest, the main plot has nothing at all to do with ff7’s.
7 seems to be in the future
tactics is a whole different universe and seems to be in the past with some lost technology of sorts
Cloud is actually brought into the game with some kind of dimensional portal opener and starts at level 1 when your entire party is about lvl 50+

man it’s not easy leveling Cloud up either, it took me acouple hours to get him to level 30.
