My problem with Mascot doesnt involve getting it. My problem happens after I already have it!
I equipped all my girls with it. (On the same Garment Grid – Covenant of Growth)
Im playing a New Game Plus.
ONLY Paine has been able to hit 100 percent on the Dresssphere. Rikku and Yuna hit 34 percent and cant go any further. Instead of showing (For Yuna) Moogle Beam and Ribbon the abilities are blank. Same for Rikkus Ribbon and PuPu platter. Every single other skill is learned in Mascot, and its now stuck at 34 percent for 2 of my 3 girls. I was really hoping to get Ribbon on all 3.
Is this something I can fix?

Do you have the Warrior’s SOS Protect ability? That is a pre-req. for several abilities on mascot.
