I think the track you’re looking for is called A Face Unforgotten, and is only available on the Japanese FFIX Original Soundtrack 4 disc CD album released by Digicube (it’s not on the US single disc FFIX OST CD brought out by Tokyopop), so importing it from places such as Gamemusic.com at www.gamemusic.com is about you best bet.
As for an mp3 version, I have absolutely no idea, as I don’t deal in downloading pirated mp3s. All I can suggest is using a file sharer like KaZZa-lite. I’m really sorry, but that is about the best I can do I’m afraid.
