As for the answer. No, First off that saiyan is male and hopefully wouldn’t be Goku’s mother. If you’re wondering how I know it’s a guy I actually saw the episode that picture is from. Second, as far as I remember nothing was ever mentioned about Goku’s mother.

No. That isn’t his mom. Not a damn chance. It’s a guy anyway. Maybe it’s like his other brother or somethin or it might just be a saiya-jin and nothing more.

The picture is fake and it’s poor digitial editing is quite sad. Besides, who cares about Goku’s mom anyway? She’s never mentioned in the series.
