At the end of the game at the cinameatics, when Garnet lost her neckless, what do you think happened to it?
I have two ideas. One, being that she was the queen, her people proudly returened it right back to her. Second, somebody took and kept it and the crystal thing starts all over agian. What about you?
Secondly, the pendant was the symbol of the her kingdom, so therefore, in much the same way as she cut her hair earlier in the game, it was a metaphor for her letting go of her past and moving on with her life, i.e in other words, she doesn’t feel like she’s burdened by the responsibility and stress of being ‘Queen Garnet’ anymore, and instead steps back into her ‘Dagger’ persona. After all, in the Japanese version of FFIX, her quote (written in romanji) sums this up pretty much – "I want to think of myself not as a ‘princess’ but as a person." As a result, leaving the pendant on the ground as she rushed into Zidane’s arms was an expression that ‘I’m no longer Queen Garnet of Alexandria, but a living person with her own wants, needs and desires." And what she wants, needs and desires most, is Zidane.
Wether she regained the pendant afterwards. who knows? Certainly there would be guards everywhere making sure that it would be returned, but there is no doubt that she deliberetaly left it where it fell.

In the past, Dagger had always seemed to choke on her feelings about Zidane. At times, she seemed to push him away. She had to think of other, more important things. But now, it’s changed. She not only let the pendant go, she threw her crown down, too. "I finally know what’s important," were some of her last words to Zid.
Do I think she got the pendant and crown back? Sure she did. But obviously to her, those were just objects from the past now. Things that might remind her of a life that I don’t think she felt was hers to begin with. I don’t think she really would have cared what happened to them.

It wasn’t part of the "Crystal of Memory," which is the crystal you see in the background of the Kuja battle.
It was a part of what Dr. Tot called the "Legendary Crystal," which was thought to hold the power of the Eidolons and other mythical powers, etc. etc. The summoners had broken it up into four pieces, and that’s where you get the four crystals.

It’s still pretty irresponsible and immature to just let something that dangerous drop to the ground for any random undeveloped person to play around with.
