Um, yes, I believe you can. After your second battle with Edea and Seifer in the Galbadia Garden on the second disc, you chat with them on the bridge. When there’s a moment you can walk around, talk with people, etc., you can challenge him then (on the bridge). But after that, your only bet is at Edea’s house.
