Look for UFOs to pass by during a battle in the following places (you must have Diablos’ "Enc-None"):
1. Outside Winhill Town
2. Mandy Beach, northeast of Timber
3. Heath Peninsula, east of Trabia Garden
4. Kashkabald Desert
After sighting all four, fly the Ragnarok to the rocky cliffs above the Chocobo Shrine. Encounter a UFO and defeat it. Then, head to the crater where Balamb Garden used to be. You will encounter a PuPu. Feed him five elixirs and you will be rewarded. Its only a level 5 card, but is definitely the hardest card to find.

And along the way we’ve forgotten a thing or two in detail but remember what it is we want.
So rather then buy a strat book for $14 or go searching around for some miscellaneous walkthrough who’s author is nowwhere to be found in cyberspace for questioning, we choose to rally here. We can not only get direct answers, but some side hints and tips by way of second/third /etc opinion.
Deepthroat’s (God I love that name :O must be my connection..hah) intent was to get this stickied I believe, and it did and it should. It saves server space and people’s time in the future.
I think the original post should be edited with the process and information regarding Queen Quest, being that it takes a long frustrating time and involves you having to give up five of cards listed. So it would be good to have them to go hand in hand with the quest when you can travel the world freely.

First of all I hate that QoC bitch and stopped soon chasing her, you’re like supposed to go all over the world and win every game with crazy rules and even you save all the time it’s pain =(
Instead I found a better, easier and far more effective plus useful way out:
1) EVERY rare card can be obtained in disc 4. Just hitch a chocobo and get back to ragnarok in disc 4. Oh yeah you’d better beat the CC quest by this time, not sure if you can challenge them @ ragnarok unless you have.
2) The POINT of rare cards IMO is also battle wise, you can get a crapload of goodies. I went to ragnarok in disc 4, perfected my collection by beating the CC dudes and then I refined one of my rares (eg. Gilgamesh = 10 holy war med) and won the rare back again. And again. And again… Ofcourse I saved EVERYTIME I won succesfully, the rules were hell.
In time I had 100 Holy War, 10 of all possible GF learning med (yes even rosetta stones, they can be refined too) 100 LuvLuvG (I had also made all 6 chars comp with all GF up to 1k) etc you get the point. The best thing in this was to configure your GF’s endlessly… It didn’t matter what was the GF’s name or original abilities. It was very useful against Omega and the last boss as all my 6 chars were maxed up and it didn’t matter whcih ones fought the final battle.
And I found a mistake, you get squalls card onboard the ragnarok.
And in response to a post above saying you can get Seifer’s card as soon as you get back from Dollet; I tried this in a recent game, but at no point did he play me when I tried challenging him, and I tried virtually everywhere. Is there a specific time or place you have to play him on disc 1?
You can’t get it on Disc 1, since you don’t get back to Balamb Garden until Disc 2. But it is possible to win Seifer’s card before meeting Cid at Edea’s home. It’s right before you leave for Fisherman’s Horizon. Challenge Cid to cards right before going to Fisherman’s Horizon. You should be able to play cards with him (he’ll say something along the lines of "If you insist" or "Are you sure now is the time?") and you should be able to get Seifer’s card.
