I’m pretty sure the only way to get one is from the "Chocobo World" mini-game. If you’re playing the PC version of FFVIII, it should come with the game. If you’re playing the PS version, you need something called a pocketstation, which is sold only in Japan. You can buy one off of E-bay but from what I’ve heard it’s not worth it. (I own the ps version but have seen what ChocoboWorld is like and it really, really sucks).
