Not necessarily true, through emmence patience and fierce determination, I was level 50 before I left Dali and could use Garnets summoning abilities.

Well first of all, you can’t summon in the beginning unless you level up a lot.And 2nd just go to the command,summon and choose which one you want to summon but watch out for the Mp because some have too much and you won’t be able to summon….
