<font color=red face="comic sans ms">Yeah, it is Steel Pipes you need. I’m pretty sure you can mug them from Wendigos at any level. Are you sure you’re fighting the right enemy? :p Just to make sure, fight in the muddy area near Deling City and the Tomb Of The Unknown King. You only seem to fight Wendigos there, so keep fighting there and keep mugging. 🙂
Alternatively, you can refine 1 Elastoid card into 1 Steel Pipe using Card Mod. You can get Elastoid cards from anyone who plays with level 5 cards. 🙂

If you card mod a Wendigo you get steel orbs. Its easier actually to mug Wendigos. They appear a lot if you go to the right spot.

You sure you don’t just have to beat Wendigo without mugging him to get Steel Pipes? Anyway, be sure you’ve got Remedy+. Get them by using Alexander’s ability.
