When it says that a Chocobo isn’t old enough, or hasn’t "recovered from previous mating", then you need to fight a few battles before you can mate it. (It counts the number of battles you do, not time passed during the game–so catching another chocobo and releasing it works well enough >>)
The number of battles varies from 2-12 or so…
