You can get it with out a chocobo but it is just a glitch in the game your not supposed to be able toQuadra Magic Materia without a Chocobo (http://ffguides.telefragged.com/ff7/cheats.shtml#cheat6)

You don’t need a gold chocobo to get Quadra Magic. I think I used a black one, since a black one can go anywhere except the ocean. It’s not hard to train a chocobo, really. Just feed them the best greens you can afford. My gold chocobo was way stronger than the gold chocobo I got from the man after beating Ruby Weapon.

I have gotton Quadra magic without a chocobo, using that cheat that Divine gave us. Its pretty hard to do but is possible and saves time.

You know,when I didn’t know about that trick, I got Quadra accidently, I didn’t know why, when Highwind was about to land , my finger touched Triangle and I was very surprised that Cloud stand below the cliff. That made me very confused and exciting. Thanks you guys for that trick. Now I think that trick shows Square’s mistake.
