<font color=red face="comic sans ms">"that d00d" is Reeve. ;)

I'll guess that most of the time (apart from when in meetings) he wouldn't have been in contact with the other Shinra members, so he would have had the chance to control Cait Sith. In fact, the others might even quite well have known about Cait Sith in the first place, considering he was being a spy against Cloud and the others originally. When he decided it may be good to change sides, I guess no other Shinra members saw him controlling Cait Sith until he was actually caught.

<font color=red face="comic sans ms">Well, Reeve is a Shinra member, but I think after a while he starts not to like them as much. He starts off as a spy, using Cait Sith to find out what Cloud and the others are doing, and to give the Keystone to Tseng and stuff. However, I think later on he starts to disagree with what the Shinra want to do, and so he tries to stop them, which is why he gets taken away by the guards on disc 2.

I think Reeve's discontent with Shinra started pretty early on, or perhaps even before the game. The earliest you really see it is in early Disc 1, when President Shinra orders the destruction of Sector 7. Reeve asks something along the lines of if it's really necessary to kill so many people just to get at one group and President Shinra tells him that he should go somewhere and take a vacation for a while or something. Heidegger makes some kind of annoying comment and you can tell how irritated Reeve is by it.

its wierd to think of him as Reeve...

though I think it would be cool if you actually fought with him sometime... he'd look like reno w/ facial hair... and... yeah.

well it is just that because they need a storyline and if they discovered that earlier then they would have to throw something else in and change the storyline...
