Island of Hell and Heaven :) (Heaven is an island north east and hell is the long 'tailed' island in the south west)
(Both only accesable with ragnarok I believe.)

<font color=red face="comic sans ms">No, you can't get there until disc 3. :( Of those, Ruby Dragons are ONLY on the Island Closest To hell, although you can also fight them in a couple of other places (not the Island Closest To heaven though) on disc 3.

To be honest, I don't think the Island Closest To Heaven is worth it, apart from the draw points. If you're gonna level up on one of those islands, then go to hell. ;)

Ruby Dragons can also rarely be found in the forest near Edea's Orphanage and you can access this area as soon as you get the flying garden. There's also some enemies that are decent for leveling up in the forests around the Trabia area. I recommend getting Quistis's Degenerator, it will make quick work of any of these enemies without the hassle. Give her Initiative if you can get it to just make it easy.

<font color=red face="comic sans ms">Ruby Dragons shouldn't be a problem if you're at a low level. I don't think they use Breath below level 30 or so, and even if they do, it won't be that damaging. Also, if you really are worried, then let one character get killed off. No matter what level you are at, if there are only one or two characters alive in the battle, it will only use physical attacks and Fira. Not too hard. ;)

The higher your Vitality, the less damage you take from Breath... You may wanna get some Vit-Js on all 3 of your characters and have them draw 100 Meltdowns and junction it to Vit. It's always good to be prepared, just in case...

At some snowforests near Trabia, you can encounter Snowlions (along w/2 Bite Bugs). Each battle will give you like 700 EXP. each (but the battles could be lengthy), in case Ruby Dragons and ect. are too hard... There's also Blue Dragons in those forests but they come up rarely and if they do, just run away or beat 'em. Blue Dragons aren't as tough...

You can also go to Island Closest To Hell/Heaven (I prefer the one w/hell) and junction 100 Deaths to your status attack junction. It kills alot of enemies in one hit at most times. But Ruby Dragons are immune to Death...

Which is why I love to get Initiative and then use Quistis's Degenerator. Unlike Death, it instantly kills any of these twerps, I think in fact any enemy that isn't a boss.

I Could have sworn that when you level the monsters level with you. You know when i first started playing i stayed on the outside of the first garden for like three days or something, and i got to like level 45 or something. So i think anywhere is Ok....Maybe(dont get mad if i am wrong = )

You can also find them on the cliffs near Esthar. Be prepared to run into a lot of Forbidden's though.:notgood:

If I'm not on the Heaven/Hell Islands, my other favorite place to level up is near the end of disc 2 in that hockey rink. Those hockey players are really easy and give you a ton of exp.
