Summary: You cannot take a 320kbps MP3 and make an 800+kbps quality FLAC. You can only convert a higher quality to a lower quality (FLAC > MP3) so what you propose would be a FLAC file per se, but would only have MP3 quality because it is from an MP3 file and not a CD.

Well, if you read their blog, they are now out of business. I don't know why it says "under maintenance", but I suspect that they just used the 'CMS's setting for disabling the website, which would automatically show that message. However, I wish they would change it to something that doesn't make you assume they are coming back.
