Hopefully this won't be a stupid question. I hadn't played VII in a very long time. I am stuck trying to get to Costa Del Sol. I went back to Nibelheim and got the buggy and went back to the Shinra Mansion area in order to go back through Mt Nibel. I thought that the buggy would show up after I went back through the Mt. What am I doing wrong?

Well, for a start, you're heading in the wrong direction. To get to Costa del Sol from Nibelheim, you have to get in the buggy (head back into Nibelheim and exit it to the south), and backtrack all the way back to the eastern side of the continent.

Luckily though you don't have to go back through North Corel, as you can simply cross the river ford south of Costa del Sol and drive the buggy right into town and take it across to the Eastern Continent by bribing the sailor at the dock.

Once you get to Junon and leave the town (either by taking the elevator to Lower Junon village and leaving the town, or getting a helitaxi lift to outside Junon from the sailor in the second map of Junon) you'll automatically appear in the buggy on the world map. Note, the only towns this actually works with are Junon and Costa del Sol. It doesn't work with any other place.

Or, if you've already done the events in Rocket Town, simply pilot the Tiny Bronco around the coast to the eastern side and land on the beach south of the town. I presume you're trying to take the buggy back to the Eastern Continent though so it's best to use the buggy for this.
