In case you're still looking for this stuff, you can find most of the voices and sound effects on the official Street Fighter soundtracks.
Try the Super Street Fighter II Original Soundtrack if you're just looking for the older versions.

Just use the search engine on this forum (there's probably a couple download links for various Street Fighter soundtracks) or search through Galbadia Hotel (use Google to find it).
It shouldn't be too hard to locate from there.
