It's out of F-Zero X, to be exact, it's the Victory Jingle after you go through the goal. It was also used in Smash Bros. Melee as Captain Falcon's Victory Jingle.

Edit: After comparing, it's the version of Smash Bros. Melee. I wasn't sure about that one.
