That could have several meanings. If you mean playable characters.
Squall, Rinoa, Slephie, Zell, Irvine, Quistis, Edea, Laguana, Kinnas, Wadce. So that's 10. I'm counting Edea since you DO play her albeit limited.

If you mean main characeters add Seifer, Cid, and possible Ultimecia and Xu. So that brings the total to 12 or 14 depending on if you count the last two.

If you wanna be lame and mean every character that makes an appearance in the game then I don't know :).

I think only Quistis can use shockwave pulsar since she is the only one who can learn blue magic and the only way she can use it is through obtaining dark matter.

I was actually thinking of two characters, Quistis and Griever.

It happens in the cafeteria during the Galbadia/Balamb Garden battle, we watch the whole thing while Squall is on the Lunar Base and Rinoa is out in the deep recesses of space, and we watch the whole thing through a wine glass or something, its a funny little scene between Rinoa and Zell. (Me gots a good memory.)
