It hasn't been on an album... Not a lot of the Johto music has been. Best you'll do is a rip from the episode, which I can't provide.

Are you talking about "Born to be a Winner" instrumental? I seem to have two different versions of this... that I haven't a clue where I got them from (has been trying to get as much random Pokemon music as she could find... mostly from other forums... people ripping things from episodes, or going as far as to purchase German versions of the albums all because some of them did have the instrumental versions for the songs that weren't ever released on any US albums)

Sorry Mewsie, I'm talking about the G/S/C Champion theme which was used in a few episodes.
