Is it not Mognet Central? I would recommend going there with a Gold Chocobo and a Dead Pepper.

Yes, it's chocobo's paradise, you'll need a gold chocobo to get there.

If it is in the very Northwest corner of the map and it isn't marked, it's Cocobo's Paradise, Mognet Central is just due North of Outer Continent...
