Xzaclee16, if none of your Gun Mages have learnt Mighty Guard & White Wind at this point, although you're privy to which monsters carry, and they've been exposed to, both aforementioned abilities, then my only suggestion, in this instance, is either perseverance or amphetamines (the former is a safer/smarter bet).

well i haven't seen any monster cast white wind despite constantly fighting coelura's weak, strong, and oversouled but i have been in the presence of the behemoth looking boss in the thunder plains when he used mighty guard and my mages didnt learn it. i thought maybe it had to be reflected or something?

Have you attempted casting Confuse onto the enemies who have White Wind or Mighty Guard (since, of course, they wouldn't use restorative/protective spells on your characters while in their normal state)?

Damage your foes until they're compelled to utilize the desired abilities upon themselves, and then inflict them with the Confusion status ailment (or Confuse ---> damage, if you find that preferable).

Reflect should produce favorable results as well.

Merely being in the presence of its (WW/MG) usage will not advance your Gun Mage(s) in any way.

I agree, this game doesn't have the ability to manipulate enemies, so make sure to Confuse the monsters to get them to use the desired Blue Bullet on your party if it's a beneficial maneuver.

Easiest way is having a Gunmage and a Lady Luck. Then just have away with Tantalize.
