I don't know the full story..
All i can tell, the whole thing started from a Rockman arrange song from some crazy japanese..
It featured the Dr. Willy stage 1 song, with japanese lyrics.

Since, this song have been parodied a thousand times... And this video is one of the 200 versions of the song of the original -that is already a parody- (just check other related video from youtube).

There is probably no chance at all to find the version you are searching in mp3.. your best bet is to rip the youtube video.
